Employment has three characteristics: the first characteristic is "real". The content of the policy is highly targeted and is in line with the actual situation of the enterprise. For example, in supporting job stabilization, some companies face temporary production difficulties, but they insist on not retrenching or reducing staff, stabilizing positions, and returning unemployment insurance benefits to enterprises based on half of the unemployment insurance premiums paid.
The second characteristic is "wide". The policy coverage is wider, and effective support measures are provided to key groups such as employment difficulties, unemployed people, zero-employment families, and difficult enterprises, such as issuing unemployment insurance benefits to unemployed people, paying medical insurance, and issuing a one-time contract for farmers Sex life allowances, support for enterprises in need to carry out on-the-job training for employees, etc.
The third characteristic is "big". On the basis of the original, further strengthen policy support and raise subsidy standards. For example, the standard for job subsidies for companies recruiting difficult employees is now increased to 8,000 yuan per person per year; the social security subsidy for flexible employees is now about 930 yuan per person per month. The micro-enterprise guarantee loan for entrepreneurship can reach up to 3 million yuan, and the maximum amount of personal small and convenient loans can be increased to 150,000 yuan. 110,000 people applied for flexible employment subsidies last year

Xu Xi said that the human resources and social security department encourages flexible employment. With the development of society, everyone's employment concept is constantly changing, and the degree of recognition and participation in flexible employment is getting higher and higher. In previous years, the number of people applying for flexible employment subsidies in Beijing was less than 50,000 every year. Last year, this number suddenly increased to about 110,000. At present, the city has 280,000 flexible employees enjoying social security subsidies. Last year, nearly RMB 3 billion of unemployment insurance benefits of more than RMB 9.6 billion were paid to flexible employees.
Although there is no work unit for flexible employees, they can still participate in social insurance in their personal capacity and pay social insurance premiums every month. Those who qualify can also enjoy social security benefits.
600,000 people completed vocational skills training
In 2019, Beijing issued a three-year action plan to improve vocational skills and has completed the important task of training 600,000 people. Xu Xi revealed that this year we will continue to increase skills training. This includes: first, vigorously carry out job adaptive training; second, increase life-long vocational skills training; third, focus on forward-looking vocational skills training; fourth, focus on demanding vocational skills training.
For example, this year, we will not only continue to provide skills assistance training to key employment groups such as the unemployed and the rural transfer labor force, and promote their employment nearby, but also focus on providing job promotion training, training and transfer training for enterprise employees.
