In order to implement the spirit of the important instructions of General Secretary Jinping's reception of the "Chinese Civil Aviation Hero Crew" and attendance at the Beijing Daxing International Airport commissioning ceremony, according to the "Guiding Opinions on Promoting the Reform of Talent Evaluation Mechanism by Classification" and the "State Council on the Promotion of Civil Aviation Development" The Opinions (Guo Fa No. 24) requires that the Ministry of Human Resources and Social Security and the Civil Aviation Administration of China jointly promulgate the National Occupational Skills Standards for Civil Aviation Attendants, the National Occupational Skills Standards for Airport Operations Commanders, and Security Inspectors (Civil Aviation Safety Inspector) National Vocational Skills Standard.
Civil aviation flight attendants are personnel engaged in civil aircraft cabin safety management and cabin service. They are responsible for protecting civil aviation cabin safety, including handling typical unsafe events and emergencies such as terrorist attacks, cabin fires, air bumps, and sudden illnesses on passenger aircraft. The airport operation commander is a person engaged in airport flight support and service resource deployment, apron operation management, emergency rescue organization and command coordination, and airport operation information collection and disposal. It is responsible for allocating airport operation support resources, controlling flight progress, and handling airport emergency incidents. Civil aviation security inspectors are those who perform security technical inspections on personnel, articles, vehicles, air cargo, and air mail entering the control area of civil air transport airports, and are responsible for civil aviation defense and security and national counter-terrorism security duties. In the process of formulating the standards, according to the new situation, new situation, new features and new requirements faced by civil aviation safety operations and industry development, the focus is on increasing professional skills requirements and broadening the space for professional development. National Occupational Skills Standards for Airmen and Civil Aviation Safety Inspectors were revised. The revised content mainly reflects the following features.
The first is to reflect the new requirements for civil aviation safety work. The CPC Central Committee attaches great importance to civil aviation safety work, and General Secretary Xi Jinping has repeatedly emphasized that safety is the lifeline of civil aviation. It is necessary to do a good job of civil aviation safety with an attitude of zero tolerance for safety hazards. The Civil Aviation Administration actively prevents and resolves major safety risks to ensure that the industry's safe operation is stable and controllable. In 2019, transportation aviation achieved a new record of 112 months and 80.68 million hours of continuous safe flight. It has a record of zero-response accidents in air defense safety for 17 consecutive years, and its safety level continues to rank at the forefront of the world for many years. Facing the complex and volatile safety situation at home and abroad, maintaining a high level of civil aviation safety and continuous operation has put forward higher requirements for civil aviation flight attendant cabin safety assurance, airport operation commander operational safety assurance, and civil aviation safety inspector management level. This revision of the standard has added content for civil aviation flight attendants in terms of safety assurance and emergency disposal; for airport operations commanders, added content in flight operation assurance management, apron operation management, and emergency rescue; for civil aviation safety inspections Staff, adding content in security management and service management. Through the revision of the standards, the safety awareness and business capabilities of civil aviation technical personnel were further enhanced, and the "three basics" (basic, basic, and basic skills) construction was strengthened.
The second is to reflect the new requirements for the rapid development of civil aviation. The civil aviation industry is an important strategic industry for China's economic and social development. Since the reform and opening up, the total turnover of China's civil aviation has increased by more than 17% annually, the scale of air transportation has been continuously expanded, the quality of air transportation services has steadily improved, and economic and social benefits have become more significant. It has become the world's second largest air transportation system. In 2019, China's civil aviation completed a total transportation turnover of 129.27 billion ton-kilometres, passenger traffic of 660 million person-times, and cargo and mail traffic of 7.526 million tons. Civil aviation passenger turnover accounted for 32.8% of the comprehensive transportation system, and the industry's operating income was 1.06. One trillion yuan, the national flight normal rate is 81.65%. The rapid development of the civil aviation industry has put forward new requirements for the service level of civil aviation attendants, flight process control of airport operation commanders, and security inspection efficiency of civil aviation safety inspectors. This revised standard has added service supervision skills requirements for civil aviation flight attendants; added content to airport operations commanders in flight information handling and operational resource management; and civil aviation safety inspectors added the application of new technologies to strengthen personnel, Contents and procedures of item inspection. Through the revised standards, civil aviation technical personnel are further required to strengthen their service awareness and improve the quality of civil aviation services and flight operations.
The third is to reflect the new requirements for the construction of civil aviation technical personnel. Nearly 200,000 people are employed by civil aviation flight attendants, airport operations commanders, and civil aviation safety inspectors. They are an important force for ensuring the safety and high-quality development of civil aviation. National vocational skills standards such as civil aviation flight attendants are the basic institutional documents that regulate and strengthen the professional skills training of civil aviation flight attendants, airport operation commanders, and civil aviation safety inspectors, and regulate professional behavior. They play an important role in promoting the professional quality of civil aviation teams. Important talent security system for building a strong country. This revision work focuses on increasing the professional and comprehensive business training content of civil aviation technical personnel, improving the training system and the knowledge structure of related technical personnel, and increasing the "level one / senior technician" levels of civil aviation flight attendants and civil aviation safety inspectors. Through the revision of the standards, the requirements for the business capabilities and comprehensive literacy of civil aviation technical talents have been further enhanced, the career development space has been expanded, the professional recognition and honor of civil aviation technical talents have been stimulated, and the construction of civil aviation technical talents has been strengthened.
In the next step, the Ministry of Human Resources and Social Security and the Civil Aviation Administration will take the opportunity to announce the implementation of national vocational skills standards to establish a long-term mechanism and information system for the professional qualification management of civil aviation flight attendants, airport operations commanders, and civil aviation safety inspectors. Training syllabus and training materials, develop and update the theoretical knowledge and operational skills test database for each level. Civil aviation flight attendants, airport operations commanders, and civil aviation safety inspectors are encouraged to actively participate in vocational skills appraisals. Guide enterprises to promote the improvement of the salary system, increase the use of high-skilled talents in key positions, and work hard to achieve more workers and more skilled workers. At the same time, in order to further promote the spirit of model workers and craftsmen, actively carry out professional skills competitions for civil aviation flight attendants, airport operation commanders and civil aviation safety inspectors, and encourage the majority of civil aviation skilled personnel to learn military training through competitions, improve their skills and comprehensive quality, and focus on building civil aviation. A team of knowledge-based, skill-based and innovative talents contributes to ensuring flight safety and truly serving the society.
