In order to increase the precision of efforts to lower the level, promote the high-quality development of agriculture, further stimulate the enthusiasm and vitality of returnees to start their own businesses, encourage various types of talents in cities to start businesses with funds and technology, and strengthen the support for rural revitalization of talents. The city actually puts forward the following implementation opinions.

I. Optimizing rural entrepreneurship and employment support platform

(I) Vigorously develop the rural industry to attract talents to start business. Encourage and guide returnees to combine their own advantages and strengths, and use new ideas, new technologies and new models to focus on the development of high-efficiency water-saving agriculture, facility agriculture, circular agriculture, organic agriculture, and modern crops in accordance with market needs and local resource endowments. Rural industries such as agriculture, leisure agriculture and rural tourism, boutique homestays, health care and pensions, greening and landscaping, and forestry industries, cultivate and support a number of new agricultural operators. We will guide professionals in the fields of finance, the Internet, cultural creativity, tourism management, and marketing to invest and start businesses in rural areas, and encourage the development of agricultural e-commerce, the Internet of Things, the Internet + agriculture, and the application of agricultural big data platforms. Encourage returnees to use the business model of "enterprise + cooperatives + farmers" to promote organic integration between production and the market, and drive farmers to increase production and income. For eligible innovative and entrepreneurial agricultural projects, they can apply for agricultural science and technology project funding for support.
